Meeting called to order at 7:05.
I. Approval of agenda
Jim Bebermyer moved to approve the agenda.
II. Approval of minutes
Jim Bebermyer moved to approve the minutes; seconded by Jim DeWitt.
III. Public Comment and Concerns
Jim DeWitt brought up something he had noticed. A planter had been built between Oddles of Noodles and the old Big Boy restaurant. Jeannie Rodgers once told the RCCA that that was public right of way. Joanne offered to make a call about it. (Later in the meeting it was brought up again and Bill Hartwig said that he would call Todd Sneathen and discuss it and see if he could get it removed.)
IV. Treasurer’s Report
We previously had $413. We received $35.00 in donations at the last Red Cedar Cafe. We now have $448.
V. Old Business
1. Trowbridge Comprehensive Plan
Joanne spoke with Sam Singh telling him that we are anxious to work with city staff on a comprehensive plan
for Trowbridge. He said he would speak with them.
2. Red Cedar Arts Cafe
Anna talked about doing these again next year at Woody’s new extension, which she thinks would work well.

Joanne received a letter from Erin Bowdell, the project manager of the site, letting her know that Chuck Gagliano has retired. She indicated that she would be meeting with the landscape staff the first week of April. We have invited her to come over to view
4. Follow up on last month’s meeting with City
Emergency Evacuation
Joanne has not heard anything more about the Reverse 911 test or drive thru for our neighborhood.
Arbor Drive Intersection
Todd Sneathen was going to contact M-Dot about this; however we have not heard back from him.
Traffic Diversion
This will be reviewed when UV looks at their egress plan.
Neighborhood Parking:
This will be on the Transportation Committees agenda next Monday. It will be for discussion only because no letters have been sent out to neighbors. The Fire Chief wrote an email explaining that since the fire trucks on campus have to be larger to reach the higher levels of the dorms, they need a wider turning range than is available with cars parked on our narrow streets.
VI. Committee reports
1. Northwest Trowbridge Trees - Jim DeWitt
Jim talked with Dave Vorce from M-Dot today and was told that the tree replacement and their move from their building are both on hold due to economic constraints in their department. He said they definitely will put the trees in, but it may not be this year. Jim talked to him about the mess they made when they put the fence in, so Jim will meet with them and they will walk through it and M-Dot will endeavor to make the place look presentable.
2. Highway Noise - Brendan Boyle
Brendan sent an email to Todd Sneathen and copied Vic Loomis on April 4th letting him know 170 letters had been distributed regarding the noise barrier. Brendan has only heard back from one resident who was concerned that it would make for a higher assessment on his house. Brendan explained that it was much too early to know that. He was weighing that against an increase in property value because it would result in a quieter neighborhood. Brendan left a voice mail message with Todd and will call him again. The good news is that we are the only applicants so far this year. Time runs out in October, so we would be on the short list. Also,
There was a discussion about the noise the new speed limit will generate, whether it will increase or decrease. It was also pointed out that there is more traffic now heading up to
VII. New business
1. Annual Meeting
The annual meeting will be held May 4 at Red Cedar School. We have to pay for use of the school so the issue was whether to go with a short meeting or our normal length. Joanne proposed a time of 6-9 pm with a half hour of set up at the beginning and a half hour of clean up at the end. So the meeting would start at 6:30 and close at 8:30. This will cost us $75.00. Jeff made it known that he is opposed to paying for the school. Joanne passed a sign up list for those willing to help. Dues are $5.00 per household. Joanne will check with Anna to see if the fellow who provided coffee for the Cafes would be willing to donate once again.
Speakers at the meeting - Jim Dewitt will talk about NW Trowbridge, Liz will talk about the centennial, and someone will talk about the noise barrier (after being briefed by Brendan). Both he and Bill Hartwig will be out of town.
2. Elections
Eight members are up for finishing their terms. Dave Dornan indicated that he would not be able to continue due to time constraints. Marcia Vanness said she would like to get on the Board. Jim Bebermeyer, Kathy, Brendan, and Mark Grebner would be willing to continue. It was unknown if Jeff wanted to. We will need to deliver flyers ten days before the meeting, which means they will need to go out between April 20-24.
