III.     Public Comment

Introduced Sally Keisling of His House Christian Fellowship at 1171 Trowbridge.

IV.     Treasure’s report

$84.74 was spent for the Trowbridge meeting - $11 for cookies and $73.74 that Boyle spent for supplies.  Supplies purchased by Brendan for the Torwbridge corridor meeting at University Lutheran Church are available for future use by the RCCA.  It was felt that the expenditure for supplies was high and was suggested in the future we check other places including MSU stores.

V.      Old Business

         Breslin traffic

Lt  Beckner informed us that they would not divert traffic into the neighborhood after the Sat 2/9 game at 7pm.  Their change at Harrison was to not allow northbound traffic to turn left onto Kalamazoo.  He said several people just ignored the barricade and he wondered if the neighbors had noticed any change.

         Hick’s donation

Jacobs has not heard back from the sign company yet.

VI.     Committee Reports

         Trowbridge Comp Plan

Schweitzer reported that the turn out for the 1/28 meeting was good.  Hamlin’s class attended and will do a presentation some time in April.

Boyle, Hartwig & Schweitzer are met with City staff on 2/13.  Staff said they will work on goals & objectives for Trowbridge but they do not have much staff time available and they do not intend to work with MSU until 2009.  Russell stated that she will discuss the slowness of the process at the monthly Mayor’s meeting.

         CRC

O’Brien reported that Rachel Diskin’s schedule this semester will prevent her from still being a CRC member but she will try to still attend our meetings.  CRC as always is willing to assist us.

         Permit parking

Sneathen will meet on Wed 2/27 with the Parking committee – Hamlin, Hartwig & Russell to present the procedure to be used to expand the permit parking.

VII.    New Business

         Annual meeting & FEMA presentation

The annual meeting will be held on Tuesday, April 22 at the school.  Mindy Emereson has waived the room fee.  Friedle is securing the FEMA speaker.  The format  will be - a meeting with refreshments provided by RCCA.  We will set up chairs but not tables.

         Neighborhood Survey

Hartwig had suggested in an email that our next newsletter include a list of survey questions.  We discussed the pros and cons of doing a newsletter by email and everyone favored the hard copy for a variety of reasons.

         Bylaws

Russell, Schweitzer and White will meet to review the bylaws for any updates.

Grebner arrived at 7:30

         Red Cedar School

Schweitzer reported that the school is celebrating its 60 anniversary this year.  They will be hosting a reunion on October 2 at 7pm; school tours and activities will be held on Friday, Oct 4 which is Homecoming weekend.  There will also be a fundraiser.

VIII.   Board concerns

Robinson asked Russell to discuss the graffiti on the I-127 underpass and the broken globe lights at the hotel.  The Board discuss both but did not feel that RCCA needed to take any action on either of those items.

Schweitzer mentioned that Mekani received a 6 month extension for the new motel project.  He has been unable to get Engineering approval because the current water pressure in the area is too low, especially for the the height of his proposed building.  Staff has indicated that the City will be looking into water pressure problems but not until 2010-11.

Van Ness spoke to a mother of a student who got a ticket for parking illegal during a basketball game.  She was very upset, felt the signs weren’t clear and our neighborhood was “unwelcoming”.

Kiesling asked why only one lane is allowed to turn left from Trowbridge onto Harrison rather than two and who she could speak to about that.  Russell with ask Sneathen at their 2/27 meeting.

IX.     Adjourned at 7:45p.m.

Next Meeting: Thursday, March 13, 2008
