Meeting called to order at 7:05.

Motion to approve by Jim DeWitt, seconded by Joanne Russell
There was discussion of the difference between excused & unexcused absences and a unanimous vote to continue to distinguish between the two.
Joanne mentioned that neither of the last 2 President’s kept copies of the minutes, so that there is nothing to refer to - basically no history of the RCCA. Dornan made a motion to have the President keep an official notebook of agendas and correspondence; seconded by Joanne and all were in favor

It was reported that we had $530 and spent $75 for the three Red Cedar Cafes and $42.00 for the newsletter, leaving us with $413.
V. Old Business
1. 1100 Trowbridge SUP and Trowbridge Comprehensive Plan
City Council passed the Trowbridge SUP only if it is a hotel. At the Council meeting, Kathy Boyle spoke about our concern that this not be used as apartments for students. Joanne spoke about the need for a comprehensive plan for commercial use. Mindy Emerson said she would still like to see a brick fence constructed between the hotel and the school yard. Jim DeWitt asked if the City has any actual timeline for developing a comprehensive plan. Joanne said Darcy said she would get back about this in two weeks time. Council was very supportive of the idea. Jim is going to talk with Bev Baton about this. Jim said we should push the urgency of this and all agreed that it would be best to begin working on this before any sort of patchwork development takes place.
2. Red Cedar Arts Cafe
Ana Cardonna has not confirmed this with Joanne but it is presumed that the next Arts Cafe will be March 29, at 6 PM at Red Cedar School. It will feature Jeff Wray, a filmmaker and professor. Dave Dornan said there were about 25 present at the last get together. Ana usually emails a flyer to board members and asked those willing to pass them out.

Erin Bowdell from Engineering Services informed Liz Schweitzer by e-mail that there will be no landscaping done until the fall of 2008, at which time they will engage the residents of U.V. and the R. C. neighborhood. Joanne wrote a letter to her inviting her to view UV from the homes on the eastern portion of Marigold and to walk through several back yards. Enclosed was a comparison of the site plan that was presented to the RCCA in Oct 2005 and the insert from the MSU web site showing what has actually been built. Both the buildings and the parking are much closer than the original proposal. The letter was sent on February 23, and Joanne will call back by the end of next week if she hasn't received a reply.
4. Follow up on last month’s meeting with City
Emergency Evacuation
Ted Staton sent Joanne a copy of his memo to staff requesting progress reports. The Fire Chief is to arrange for a reverse 911 test: test whether a full size vehicle could traverse through the pathway from the Ivanhoe subdivision to the Red Cedar school area and plan a table top scenario around this neighborhood. Jeff Friedle volunteered to be involved with this.
Bob Pratt, the Fire Marshall for the City and MSU will conduct meetings for CERT Training (Community Emergency Response Team) on May 16 and 17 at the
Arbor Drive Intersection:
Todd Sneathen has also contacted MDOT about reconfiguring the shape of the Trowbridge median and has talked to them about the brush that was not picked up after the trees were cut. Per Staton, he is also to consider a gravel road access through the woods to the freeway on-ramp.
Traffic Diversion and Parking:
Per Staton’s memo, the Police Chief will ensure the issue of basketball traffic being routed through the neighborhood gets addressed by MSU before the next season...and consider how the opening of new
Neighborhood Parking:
Joanne has sent a letter to the Transportation Commission about the maneuverability of emergency vehicles and restricting of parking in certain parts of the neighborhood. The meeting is on March 19th. Joanne and Kristi White attend.
VI. Committee reports
1. Northwest Trowbridge Trees- Jim DeWitt
Jim reported that the Wright Tree Service did a little bit more to clean up the brush, but the eyesore portion is still there. Jim spoke to the highway department and they said that if a group of people were willing to pile up the debris they would come out either shred it or take it away. Scott Johnson, at MDOT is retiring; however he did report that the monies to replace the trees are in place.
2. Highway Noise- Brendan Boyle
Brendan measured and found that 14 houses were within 1000 feet of the highway but only eleven had been built before the highway went in. He called M-Dot and they came up with a number of 30 houses by using GoogleEarth. On February 19th, Brendan sent a letter to all the effected houses telling them about the sound barrier and asked them to call him if they had any questions or were not in favor of the barrier. He has not heard any objections. The City would need to match 10% of the entire cost. He thinks Todd Sneathen and Vic Loomis will go to bat for us. MDOT said we are currently the only area requesting funds. Jim DeWitt mentioned that if the ramp that extends onto Trowbridge the apartments and many more houses would be included in the count.
VII. New business
1. Budget Issues
Bylaws require us to set the dollar amount for dues. It was agreed and voted on to raise the membership dues to $5.00 per household. To have the newsletter printed costs about $40.00. Joanne suggested that for the Annual meeting we walk around the flyers.
2. Annual Meeting
Joanne mentioned that eight members’ terms will be up at the next annual meeting. They are Jim Bebermeyer, Brendan Boyle, Dave Dornan, Mary Dudley, Jeff Friedle, Mark Grebner, Joanne Russell and Kathy Jacobs. Joanne asked the Board to try to recruit new members by the next meeting in April.
The Annual meeting is scheduled for Friday May 4th at the Red Cedar School if we can negotiate a better price than the $100 for using the Community Room. It was thought that this is an excessive sum, especially since the Arts Cafe cost is only $25.00 If needed, Joanne will contact the school board. If a lower price cannot be arrived at, it's possible that we would just have a coffee and eliminate the pot luck to shortening the meeting time and save money.
