RCCA Board Meeting
May 8, 2008
Agenda was approved by all in attendance
Kate Bennington, our newest member introduced herself. The board took turns overwhelming Kate with new names and our histories with regard to the neighborhood. Welcome Kate!
Minutes from the April meeting were approved with no changes, or corrections needed
Kathy reported that we have $1,311.42 in our account. The breakdown is as follows:
Beginning balance was $326.42
$860.00 was collected from the sale of the Ronk History books
$125.00 was collected from dues
The amount available for us to spend is $451.42. This does not include the money from the history books.
Kathy spent $17.00 for beautification flowers for the Lilac neighborhood entrance. She asked if this expense as one the board would approve. Motion to approve and reimburse Kathy was made by Jim Dewitt and supported by Joanne Russell. Thank you Kathy!
FEMA
It was agreed by all that George Hosek gave a wonderful presentation at our annual neighborhood meeting. The meeting was attended by interested neighbors and invited City officials. As a result of this meeting Howard Ashe called Jeff Friedle to report flood plan management teams met and discussed the community rating system. They await the arrival of flood plan maps to be issued (expected to be released this summer). The city expects they will be able to jump to the 2nd level, which will result in a 10% reduction in flood insurance premiums for all those in the affected areas. Jeff thinks this savings will appear on the premium bills as a way of notification to policyholders.

Permit Parking
Ballots will be sent to residents on both sides of the streets West of Larkspur. 51% of the ballots need to be returned to the city. Since we are trying to expand the permit parking we don’t have to go door to door. It was thought that a door-to-door approach would be best to educate and ensure the neighbors would return ballots.
Kate Bennington volunteered to door-to-door to educate residents. Other volunteers are needed. Canvassers will work from a typed Question and Answers sheet so every resident is given the same information. Information about permit parking will be put on the web site.
Kathy Jacobs has been in communication with Janet Ronk. Janet’s brother, who owns
Janet Ronk suggested the RCCA order 50 more history books ($250.00) as a way of fundraising for the neighborhood sign.
Motion to buy the books was made by Jeff Freidle, and supported by Jim Bebermeyer. Motion was supported by all. The books will be stored at Kathy Jacobs house.
Election of Officers
Joanne Russell was nominated by Mark Grebner. It was agreed that Joanne has been an excellent President. Everyone supported this nomination. Joanne agreed to take one more term as our President.
Vice President
Kristi White was nominated by Joanne Russell for Vice President. With some reservations she agreed.
Secretary
No one was interested in filling the role of secretary. It was decided that this post would continue to rotate amongst members.
Many people voiced their desire to have someone in this position, still no volunteers. Kathy Jacobs suggested the rotation of this assignment might work better if board members signed up for their turn. This was thought to be a better method then trying to get a volunteer on the evening of the meeting. Those signing up would then be responsible for finding their replacement if they were not able to make the meeting.
Treasurer
Kathy Jacobs agreed to continue as our treasurer
Motion to accept the slate of officers made by Mark Grebner, and supported by Liz and Jeff.
Motion carried by all, even though it was not carried enthusiastically by some of the elected officials (smile).
Terms of Newly Elected Board Members
Eight people were re-elected and in the case of Kate, newly elected. We have (3) 2-year terms and (5) 3-year terms. The question was asked, “Who would like to be elected to a 2-year term? Debi R., Liz S. and Jim D. indicated interest. All other members will hold 3-year terms.
Oakhill neighborhood approached Joanne and asked if we would distribute an informational flyer (written from their point of view) to our neighborhood. It was decidied that the RCCA would not take an official position but would support the distribution of the Oakhill flyer to our residents.
August Neighborhood Event
Neighborhood picnic? A committee of Debi, Kristi, Liz, Joanne, Kathy and Kate was formed to discuss the possibility of hosting such an event.
34 buildings will be coming down. All buildings are close to the railroad tracks. No idea what MSU plans to do with the property when the buildings come down. MSU people on the Trowbridge Committee say a conceptual plan is expected to be presented this Fall to the MSU Board of Trustees with their recommendations.

This passed without problem at Planning Commission. All conditions were kept with two added.
6-foot wall must be built between the school and the property .
Special attention must be given to domestic water pressure. Fire service would reduce the water pressure in the neighborhood.
This conversation led into talk about water pressure in both neighborhoods. Vic Loomis said he would look at the cities strategic plan for when they would upgrade the water pressure since it is low in both neighborhoods. Vic sure has been a good friend to our neighborhoods!
Assumption Drive – Jim Dewitt
It has never been established who owns the access drive to the hotel. This drive has never been maintained adequately. Jim Dewitt has renamed this
City Council will vote June 3, 2008 on the Special Use Permit for the hotel. How can they vote to approve when they still have not determined if the hotel has legal use of the access drive? This is one criteria the city has for its new builds. Jim Dewitt will attend this meeting and see if he can get an answer. Joanne will call Vic Loomis to give him a “head up” at the next Presidents meeting.
Candidate Night– Mark Grebner
Mark Grebner suggested we might want to invite candidates to our October meeting. We would note their attendance on a neighborhood flyer and allow residents to come for a Q & A session.
Informational Flyers – Jim Dewitt
Would it be beneficial to list a 3-month calendar on the back of the flyers? We could list regular neighborhood meetings, and important city meetings. It would be a good use of some available white space – this was thought to be a good idea, and something we will try in the future.
The meeting adjourned at 8:15 p.m. Members stayed to socialize and enjoy the cookies and coffee provided by our host. Meeting in such a warm and inviting atmosphere was a nice change of pace, and it was enjoyed by all.
